Evaluating Sustainable Development by Composite Index: Evidence from French Departments

Since the adoption of Sustainable Development Goals by United Nations, sustainability has been a key priority for European governments. While previous studies have investigated associations between indicators sustainable development, few directly considered multidimensional approach to assess and compare performance regions in terms development. As such, comprehensive assessment regional is thus still needed. In this paper, concept relies on construction six composite indices (environment natural resources, energy transition, mobility, economic dynamism, social cohesion solidarity, governance citizenship) with aim provide an evaluation framework empirically comparing 96 metropolitan French Departments. Each dimension explored spatial autocorrelation analysis Hierarchical Ascending Classification (HAC) classify Departments providing five different profiles The findings make it possible identify strengths weaknesses departments implementation This provides bases systematic monitoring development policies at scale.
